QUALITY OF LIFE COMMITTEE

The Quality of Life Committee consists of 10 members of the City Council. Six of these are from the majority party, headed by the Mayor. The other 4 are from the minority parties.

The following parties are represented in the Quality of Life Committee:

  • “Athina Psila – Kostas Bakoyiannis”, led by Kostas Bakoyiannis;
  • “Anichti Poli”, led by Athanassios (Nasos) Iliopoulos;
  • “Athina eisai Esy”, led by Pavlos Geroulanos;
  • “Elliniki Avgi gia tin Athina”, led by Ilias Kasidiaris;
  • “Laiki Syspirosi Athinas”, led by Nikolaos Sofianos

The members of the Quality of Life Committee are elected every two years. According to decision number 224652/03-09-2019, Mayor Konstantinos Bakoyiannis of Pavlos shall chair the Quality of Life Committee; according to decision number 218980/01-09-2021, the Mayor has appointed Deputy Mayors Vasileios Koromantzos of Georgios and Evgenios (Sakis) Kollatos of Nikolaos, as members of the Quality of Life Committee.

The Quality of Life Committee convenes once a week, following an invitation by its Chair, which is posted on the City website. The Chair of the Quality of Life Committee draws up the meeting’s agenda. All meetings are public and minutes are kept at each meeting. The Committee is considered to have a quorum when the members attending are more, in number, than the absent members. The Committee meets in public, and resolutions are passed by an absolute majority of the attending members. In case of equality in votes, the Chair’s vote shall prevail.

Each resolution is given a unique number, and the numbering begins anew at the beginning of each year. Three days after each meeting of the Quality of Life Committee, a table is published, containing the items on the agenda, the number of resolutions and a summary of their contents.

Any party with a legal interest, may request (in writing) ratified copies of specific minutes and resolutions, or receive a full description thereof in the event that it is difficult to issue copies.

The Quality of Life Committee has the following competences:

A. With reserve to article 83, Law 3852/2010, the Committee is responsible for:

  • Granting preliminary approval for establishment of stores and businesses, following a preliminary audit of the interested party’s application;
  • Revoking or rescinding permits for the establishment and operation of stores, businesses and other premises and activities for which the city is responsible;
  • The relevant decision is made within twenty (20) days of the date on which the conditions are found to apply.
  • Granting or revoking music permits.

B. The Committee makes proposals to the City Council on the following matters:

  • Land usage;
  • Issues of regulatory plans, planning of implementation of regulatory plans for open urban housing organization, implementation of the General Urban Plan (GPS) to urban planning studies, regeneration of areas, urban interventions, financing of regeneration programs, reconstruction of degraded areas, urban redevelopment of problem areas, compensation issues, urban planning regulations, contributions in land or money, areas of specially regulated urban planning (PERPO) and approval of urban planning studies.
  • Decision-making on environmental protection issues;
  • Decision-making on the location of cemeteries, as per the provisions of law 2508/1997 (GG 124 A), cremation facilities, and other relevant duties;
  • The regulatory decision-making plan of articles 79 and 82 of the Cities and Communities Code (KDK).
  • The Quality of Life Committee compiles an annual report of its activities, which is discussed and approved by the City Council.
  • The City Council may decide to exercise the competences of the previous paragraphs itself, in the case of particularly serious matters, with special justification and an absolute majority of its members.
  • By special resolution passed by the absolute majority of its members, the Quality of Life Committee may refer specific issues to the City Council for decision-making, if it deems that this is required due to the serious nature of the issue.
