Substance Users

The rapid, continual increase in drug use in our country over recent decades, as seen in the relevant statistics, indicate that the problem is a serious one.

In recent decades Local Government has played an increasingly important role and assumed greater responsibility as regards the national policy on drugs, including measures aimed at dealing with the drug use phenomenon, particularly in relation to younger age groups. European studies indicate that, on average, individuals use illegal drugs for the first time at the age of 12, and that this figure is falling constantly.

The city of Athens, Attica's metropolitan centre and the country's largest urban centre, has taken on a pioneering role in terms of policy implementation. The rise in addictive substance use as well as addictive behaviour (eg betting) has implications for all Athens citizens.

The Municipal Authority considers drug use prevention a key priority as this is the only policy which can assist the children of Athens to discover the world as they grow up and, at the same time, safeguard their health.

Meanwhile, the municipality attends to the day-to-day health of substance users and assists in their admission to therapy programmes with the aim of ensuring their smooth reintegration into society and their acceptance by society as a whole.

In terms of primary prevention and healthcare, the City of Athens operates four addictive substance use prevention centres in four City Districts, within the framework of the "Athina Health" Prevention & Healthcare Centre. The new municipal administration seeks to introduce these services in all City Districts and is already planning three new substance use prevention centres. The municipal administration has already taken the relevant decisions and the creation of the new centres has been scheduled.

Aside from implementing a primary prevention policy, the municipal administration is preparing to found and operate a therapy and social reintegration programme for substance users.
